I've done a little research on this.  I've tried several "Hot Tips", ammonia, various dish detergents, auto dishwasher soap, TSP, and likely a few I've forgotten.  The winner hands down that is SAFE TO USE is "OxyClean".  Tonight I removed the labels and glue from 4 cases of bottles with 1 scoop (included in the container) and a 5 gallon bucket almost full of hot water.  The water is now a greenish grey, but still working, now on some wine bottles!  The toughest labels were Guinness, Hoppin Frog and Bitburger, but an extra 15 minutes or so and they were spotless also.  90% of the labels came off intact.

Oxyclean is good stuff.  I have been using 1 step from the store and does a pretty good job too.
